USED Traveler’s Check from the Caribbean island south of Miami – 20 Pesos – 1980s

Issued by Banco Nacional. Denomination: 20 pesos. Text printed in English, Spanish, and Russian, reflecting the island's international alignment during the Cold War era.

Here's how they worked:

  • Printed on behalf of the island's government bank and distributed to banks in the Soviet Union, Poland, East Germany, Czechoslovakia, Hungary, and Bulgaria. 
  • In the Eastern Bloc country:
    • Bank customers buy the checks with their local currency
    • Bank STAMPS the check (in Russian, Polish, German, Czech, Slovak, Hungarian or Bulgarian)
    • Customer signs the check
  • The customer visits the island and
    • Exchanges the check for local foreign exchange certificates - the ones specifically used for visitors from communist countries.
    • Those FX certificates (also available for sale here) could be used in establishments accepting them, for products and services usually better than those available with local pesos, but often not as good as those available to visitors from capitalist countries.

Design features include serial number, bilingual inscriptions, and security markings.

Historical Overview: Socialist Traveler's Cheques

During the Soviet era, the island operated a specialized financial system to facilitate tourism from the Eastern Bloc(USSR, Poland, East Germany, Czechoslovakia, Hungary, and Bulgaria). Because these nations used "non-convertible" currencies, these cheques served as a vital link in the socialist economy of the country.

How the System Functioned

  • Issuance & Distribution: Printed for the country’s Government Bank and distributed to central banks across the Eastern Bloc, often coordinated via the International Bank for Economic Co-operation (IBEC) in Moscow.

  • Validation: Customers purchased cheques with local currency (e.g., Rubles or Marks). To be valid, the bank had to stamp the cheque in the local language and the customer had to sign it.

  • The Exchange: Upon arrival on the island, travelers exchanged these cheques for Foreign Exchange Certificates (Type A). These were specifically designated for visitors from communist countries.

The Three-Tiered Economy

The use of these cheques placed the traveler into a unique middle tier of the country's economy:

  1. Local Peso: Used by citizens of the island for basic goods and rations.

  2. Type A Certificates (Socialist Tier): Accessed via these traveler's cheques. They allowed shopping at Tiendas de la Amistad (Friendship Stores) for products superior to local goods, but often below the quality of Western imports.

  3. Type B Certificates (Hard Currency Tier): Reserved for visitors from capitalist countries using "Hard Currencies" (USD, Deutsche Marks), providing access to high-end luxury Diplotiendas.

Collector’s Note

The specific regional bank stamps on these cheques are critical historical markers. They indicate the exact country of origin and ensure the island’s National Bank could properly settle the debt with the corresponding Eastern Bloc central bank.

Banknote Condition Guide (UNC, XF, VF, F etc.)

  • UNC (Uncirculated): No folds/creases; full crispness/sheen. May have "half moon" at edge of security thread.
  • AU (About Uncirculated): Nearly perfect, with a single light fold or handling mark that doesn't break the paper. Crisp and colorful.
  • XF a.k.a. EF (Extremely Fine): Crisp, firm, bright; a few light folds or one firm crease.
  • VF Plus: Minor folds/stains; white areas are bright, still not quite Extra Fine.
  • VF (Very Fine): Several folds; paper firmer than average; corners lightly worn.
  • VF Minus: VF but may show foxing (yellow/brown patches), thinner paper, more folds/wrinkles/small tears (1-3 mm), otherwise intact.
  • F (Fine): Well-used, many folds or creases; paper is soft; some soiling and/or pen marks.
  • VG (Very Good) / Limp/worn/faded with heavy creasing/edge wear/tears.
